Resolution 13
In Support of the United States Marshal Service Concept to Establish
a National Center for Judicial Security

WHEREAS, the United States Marshal Service is recognized as the primary federal law enforcement agency responsible for the security of federal judiciary officials and for federal court processes and facilities; and

WHEREAS, the United States Marshal Service will work collaboratively with other 
organizations that provide judicial security and training to state and local courts; and

WHEREAS, the United States Marshal Service intends to seek congressional funding to support all functions of the National Center for Judicial Security; and

WHEREAS, the United States Marshal Service envisions the organizational structure of the National Center for Judicial Security to include three core components: operations, education and technical; and 

WHEREAS, the operations component would include sharing of threat, security and law enforcement information and the performance of physical security assessments; the education component would include judicial security fellowships and certification of state and local law enforcement personnel; and the technical component would share security and protection best practices and would provide information about testing, procurement and technology implementation; and

WHEREAS, the National Center for State Courts is a member of the United States Marshal Service National Center for Judicial Security Executive Council; and

WHEREAS, state, local and territorial courts could benefit from the services provided by a federally funded National Center for Judicial Security;

NOW, THEREFORE, BE IT RESOLVED that the Conference of Chief Justices and the 
Conference of State Court Administrators endorse the United States Marshal Service concept to establish, in conjunction with the National Center for State Courts, a National Center for Judicial Security.
