Resolution 10
In Support of Specialized Courts for the Management of Complex Litigation

WHEREAS, all state court systems may eventually be called upon to resolve complex litigation, such as mass torts, class actions and complex business matters; and

WHEREAS, specialized judicial expertise, discovery techniques and other resources are required for the effective management of these cases; and

WHEREAS, the specialized expertise and extensive resources required to handle complex cases are poorly focused if all such cases are handled via random assignment methods;

NOW, THEREFORE, BE IT RESOLVED that the Conference of Chief Justices encourages states to establish specialized courts for the effective management of complex cases, thereby also facilitating coordination of issues in such cases with other state and federal courts. 
  
Adopted as proposed by the Mass Torts Committee of the Conference of Chief Justices at the Annual Meeting on July 31, 2003.
